Project Overview and Role: Indonesia’s Vision sets the goalfor Indonesia to transition from a resource-based economy towards an advancedservice, technology, and knowledge-based economy by the centenary of itsindependence . The - National Long Term Development Planemphasises the urgency of Indonesia’s human resource development to fullyrealise goals.Faced however with persistent lowstudent performance that is emblematic of a learning crisis, significantimprovement in student learning will be required to reach Indonesia’s goals. Government of Indonesia (GoI) has started an ambitious program ofeducation reforms. Successive education ministers have set out to modernise theeducation system through reforming the national curriculum and teaching andassessment approaches, to produce citizens with strong foundational skills,open minds, and inclusive values. Australia is a long-term supporter ofthe Indonesian basic education sector, with continuous investments supportingeducation quality improvements for the past two decades, including through theINOVASI program (Phase 1 -; Phase 2 -) that focused onsupporting acquisition of literacy and numeracy foundational skills in earlygrades classrooms; exploring local problems and solutions; and generatingevidence to inform government policy development and practices. This third phase of INOVASI (-)builds upon the existing program’s approach and lessons learned and takes thefocus on the development of foundational skills through to the end of theprimary grades. Phase 3 will engage with priority issues of Australia’sdevelopment policy: gender equality, effective inclusion of children with adisability, responses to the climate change challenge in education. It willfocus on the challenge of policy implementation and the gaps that exist betweennational policies and practices at district and school levels, as well as usethe well attested-success of INOVASI’s local problem-based approach tocontinuously support policy development for effective fit between policy andimplementation context.The Program isimplemented by Palladium on behalf of DFAT.Primary Duties and Responsibilities: Purposeof the Position:The Digital Solutions Specialist will support the INOVASI team to develop and implement digital solutions to improve learning outcomes for all Indonesian children.Working with childrenIs this position likely to come into contact with children? Yes NoDutiesUnder the direction of the Deputy Director, Education Ecosystems and Subnational Management,and in close consultation with the Digital Solutions Advisor, the Digital Solutions Specialist will:Provide technical advice and support to the provincial teams inprogram planning, implementation, mentoring and quality assurance related to digital solutions,to include low-tech and hybrid solutions for poor and remote areas with limited internet accessassessing and managing AI solutions.Work with education specialists to design solutions for using digital resources as a resource for teacher professional development in local learning communities.Provide technical advice and support to INOVASI’s team and partners onthe design, piloting, implementation, and revision of digital training resources, including the national Merdeka Mengajar (PMM) and PINTAR platforms,to help ensure that the platforms are user friendly, accessible, and technically sound to improve teaching and learning in Indonesian classrooms.Work closely with other INOVASI staff, other education programs in Indonesia, MoECRT and MoRA to identify the most appropriate media for effective learning experiences (interactive PDFs, webinars, e-learning videos, animations, etc) for relevant target users.Work closely with other program staff from across the team to ensure effective horizontal and vertical coordination and implementation of activities at national and subnational levels. This will includethe Development Priorities team, including GEDSI and Climate Change personnel, andthe Education System and Policy, MERL, and Communications teams,Manage the quality of content produced with INOVASI support to ensure the highest standards and experience are attained.Provide technical advice for the design, piloting, implementation, and revision (following piloting) of digital resources to support teacher learning.Coordinate the production of videos for microlearning and support the development of quality and innovative digital resources for the Merdeka Belajar and PINTAR platforms,Undertake monitoring and quality assurance of provincial activities.Contribute to INOVASI teamwork approach, by contributing, as required, tomeetings and activities,external reports, briefs, and other knowledge products for a range of stakeholdersINOVASI program reporting to DFAT.Other duties as may reasonably be required by the Deputy Director, Education Ecosystems and Subnational Management consistent with the incumbent’s qualifications and experience.Required Qualifications:The Digital Solutions Specialist will possess the following qualifications andexperience:Degree in education technology or in other relevant field such as instructional/learning design, content design and development multimedia design, graphic design.Demonstrated experience as an e-learning developer.Relevant work experience working in development programs in relevant field.Demonstrated understanding of basic education and the challenges and conditions for improving and sustaining quality education in Indonesia or a similar country context.Knowledge of the Indonesian government structure and existing digital learning platforms is advantageous.Experience with DFAT or other development agency, preferably within the education technology field, is advantageous.Excellent written and verbal communication skills in Bahasa Indonesia and English.Strong analytical and problem-solving skills, proactive technical trouble-shooting skills.Ability to work independently and as a part of a team.Application closed on Friday, March 8th at 11.59 PM (Jakarta time)Palladium is a child-safe organisation, and screens applicants for suitability to work with children.
